The Safest And Least Safe US Cities By Identity Theft 2017

Residents in some cities are more vulnerable to identity theft, according to a review of federal data by Elite Personal Finance. There were 399,225 identity theft complaints in the U.S., data from the Federal Trade Commission in 2016.

For this reason, Elite Personal Finance analyzed the identity theft risk by cities.



To assess identity theft safety levels of cities across the US, we collected the data from Federal Trade Commission’s Consumer Sentinel Network Data Book for January-December 2016.

Then we analyzed the data found and calculated the number of identity theft complaints per 1000 residents. So, the city with the ‘lowest score’ on our list turns out to be the safest identity theft city. For example, the safest city, Morristown, TN, has a score of 0.463, which means that there were 0.463 identity theft complaints per 1000 residents of this city.

Likewise, Ann Arbor, MI, which scored 3.36 (3.36 complaints per 1000 people) is the least safe city in the US.

*Please note that not all the victims reported identity theft.

* *For more precise statistics, we analyzed metropolitan areas. Most of them have at least 100,000 residents, while a small number of them has 50,000 – 100,000.

Key Findings

  • The safest city is Morristown, TN, with  a score of 0.463. With a population of 137,612, the city had 54 complaints overall. It is followed by Utica-Rome, NY and Decatur, AL which scored 0.467 and 0.472 respectively.
  • The least safe city is Ann Arbor, MI, with 3.36 complaints per 1000 people, which is 1,206 total complaints. Miami-Fort Lauderdale-West Palm Beach, FL, and Detroit-Warren-Dearborn, MI follow closely with respective scores of 2.238 and 2.147.
  • Ann Arbor’s score is 7 times worse than the score of Morristown.
  • Ann Arbor scored worse than the safest six cities combined.
  • Less populated cities are safer than those with greater population.
